EXECUTIVE MEMBER RESPONSIBILITIES

As an Executive Member of the Adur Council (previously called a Cabinet Member) Councillor Simmons has a portfolio of responsibilities across the whole district, and not just in his ward. He works to support other elected Members who have issues with things under his remit as well as assisting in co-ordinating the services provided by the officer teams that work in these areas of delivery.

SENIOR ADVISOR TO SPECIAL NEEDS EDUCATION

As the County Councillor for Southwick Division, Councillor David Simmons has been appointed as a senior advisor to the Cabinet Member for Education. With a special needs granddaughter and as a previous Chair of Governors at a Special School ( Herons Dale, Shoreham) he has been asked to take the lead on Special Needs Education for West Sussex.

CORPORATE PARENTING PANEL

Recently Councillor David Simmons was asked to return to take part in the Corporate Parenting Panel by Louise Goldsmith,at the time Leader of west Sussex County Council following an inadequate rating of children's services by Ofsted. 

 

This panel has responsibility for all 727 Children Looked After (CLA) in West Sussex, and as a previous Chair of the Panel (2011-13), who developed a regional group of CPPs to identify and implement best practice, David has a great deal of experience in this field of work, and was looking forward to making a difference for vulnerable young people, while also addressing the concerns expressed by Ofsted in the recent inspection of West Sussex Children's Services, where the County was declared as 'inadquate in all areas!'

 

Sadly, and following the appointment of  a new Leader and Cabinet Member at the County Council  for children's services, David was asked to leave the panel because of a perceived conflict of interests. The reason being that he has three Grandchildren in care; but in reality, David brought experience of the effectiveness or otherwise of Social Services to the table, and the families experiences in dealing with them on a day by day and week by week basis. This experience should have helped to shape future developments, and you would be excused if you thought that his removal was a poor decision.
